Tom Del Conte


Tom Del Conte, President and CEO of Garden Apps, has been an instrumental player in the Bay Area’s landscaping community since 1972 when he founded Del Conte’s Landscaping in Fremont, California.


In 1988, Del Conte’s Landscaping was one of the first landscaping companies in the nation to use computer aided central irrigation controllers. Tom’s dedication to staying ahead of the technological curve is one of the reasons Del Conte’s Landscaping been an industry leaders for so long.


In 1993 Tom founded a second company, Vision Recycling, which tapped into his passion for conservation and green business practices. Vision Recycling is a leading organic’s recycling company & compost producer in the Monterey and San Francisco Bay areas. Both Del Conte’s Landscaping and Vision Recycling are Certified Green Businesses by Alameda and Contra Costa Counties.


Tom is recognized in the landscaping industry on a national level, as he has served on numerous boards and is often asked to speak to other landscape contractors on the topic of advanced irrigation management.


Tom has been recognized nationally by Lawn & Landscape magazine as “Landscaper of the Year.” Landscape & Irrigation also did a feature story entitled “Method Man” which highlighted the methodology he consistently applied to solutions he is involved with.


In 2008, Del Conte’s Landscaping was named Water Conservation Business of the Year by Alameda County Water District. This was due in part by the fact that they used less water on their sites than any other landscape company in the area.


In 2011, Tom founded Garden Apps, LLC. He used his widespread knowledge of landscaping, irrigation, and conservation to develop the Sprinkler Times application


Through the course of his extensive career, Tom has been passionate to ecological solutions. He has gained numerous accreditations and certifications, including:

  • Certified Landscape Water Auditor
  • Became a Certified Landscape Professional (CLP)
  • Received a Qualified Applicator License (QAL)
  • Formerly served as President of the Northern California Turf and Landscape Council
  • Currently serves as a PLANET Trailblazer (mentor for other U.S. contractors)


Logan Oates
Co-Owner and Senior Irrigation Specialist

In addition to being Co-Owner and Senior Irrigation Specialist of Garden Apps, Logan Oates is also the Water Manager at Del Conte’s Landscaping.


Logan became a Certified Landscape Irrigation Auditor in 2010, and has been applying his thorough understanding of Irrigation Management to develop new water conservation practices for the residential and commercial sites he oversees.


In 2010 Logan finished in the top five in the National Irrigation Design Contest, and in 2009 took first place in the Irrigation Association’s essay contest with his essay titled “What is Green about Irrigation?”

Jim Weil


Jim Weil’s four and a half decades of experience working with electronics and software leaders like Apple and Claris, paired with his degree in Electronics from Cal State University, Long Beach has been instrumental in the development and design of the Sprinkler Times application.


By tapping into his broad wealth of experience in both the electronics and irrigation industries, Jim is able to use his keen understanding of how to best apply technological practices to water conservation efforts, in turn developing new ways for residential and commercial sites to contributing to the global conservation efforts without sacrificing the integrity of their landscaping.
